I think the Russians have the air defense system the best in the world:
Some listed as: ZSU-23-2, Strela, IGLA, Shilka, S-75/125/200/300/400, Tor-M2E, Buk-M3, Osa-M, Tunguska-M1, Pansir-S1, AK-630, Kashtan.....Used many good features, high mobility and low price. Rapid time to deploy, easy to disguise. Especially, there are many significant achievements during the war (Cold War, VN war, Israel-Arab conflict, Iraq-Iran war, Gulf War 1&2, Kosovo, Iraq 2003, Lybia, Syria, Afghanistan conflict 1980-today, middle East/North Africa conflict...except that the future system). Backed by multiple sensors, radar, ESM anti-stealth as VERA, Kolchuga (In the past the P-15 helped S-125 shot down F-117 in Kosovo)
Some of the air defense system of the other countries of concern: M163 VAD, RBS 70, Stinger, Rapier, Roland, Crotale, Hawk, Aster, Patriot/MIM-104, Oerlikon, Skyshield AHEAD, ADATAS, C-RAM, RIM/Standard Missile, THAAD,Phalanx, Goalkeeper. Mainly used in the Cold War, VN war, Israel-Arab conflict, Iran-Iraq, Falklands conflict, Gulf War 1&2, conflict South America, Afghanistan conflict 1980-today or intercept tests incredible (except that the future system), some of the missile system could be used to attack surface (ADATS, SM-2ER).
The system of the West and allies are largely negligible role, because their doctrine. These systems are highly accurate but slow deployment times, low levels of mobility (PAC < S300) and too much irrelevant to disguise, not to be integrated in a multi-purpose (Gepard + Roland = Tunguska).
We also do not forget a few copied system of Iran, Pakistan, Middle East, Korea, Japan and China in particular
