As long as the seraratist leaders keep receiving gold watches from GOP and declare their allegiance to Pakistan and annexation to Pakistan like the leaders in azad (!) kashmir have to, they are safe. There is no need to offer them protection, unless they want to turn moderate and risk their lives.

Actually, now that the govt. has fulfilled its responsibility by offering security, it can do exactly what you say and blame these leaders for not taking security

And add more fuel to the fire. It was the detention of Sheikh Abdullah under the infamous Kashmir Conspiracy case that fueled the discontent against India in Kashmir. Why a repeat performance?

Talking to them underlines their importance as genuine separatist leaders giving them a legitimacy denied to the hardliners. People will realize that never has a violent fight succeeded and will ultimately throw their support for those leaders who espouse a dialogue with India.
India's gesture of offering protecting especially to those hardliners, token as it may seem, demolishes the hardliners claims that they can provide better protection than Indian security apparatus - which isnt true in any sense. Makes them look vulnerable, weak and incapable.

There is a difference between calling for arrest of hardliners, killing violent individuals who have killed in the past over celebrating murder, enmasse, for a simple difference of opinion.

Armed uprisings can be crushed with brutal force, same logic can't be applied for political movements. You kill one of them, and you start a chain reaction, hundreds will be ready to replace him. And won't be good for our international image.
