KABUL, Sept 23 (Reuters) - China has signed security and economic agreements with Afghanistan during a rare trip to Kabul by a top Chinese official, in deals seen aimed at bolstering Beijing's influence ahead of a NATO withdrawal of most combat forces by 2014.

Zhou Yongkang, China's domestic security chief and a member of the ruling Communist Party's central Politburo, made an unannounced visit to the Afghan capital late on Saturday, holding talks with Afghan President Hamid Karzai at his garden palace.

Zhou's visit was the first to Afghanistan by a senior Chinese leader since 1966 and followed a visit by Karzai to Beijing in June when both countries agreed to cooperate on combating extremism in the region.

During the talks, held under tight security after violent protests in Kabul over a film which insults Islam, Zhou signed agreements on increased security and economic cooperation, including a deal to help "train, fund and equip Afghan police".

The agreement was not specific on how much assistance China planned to give the 149,000-strong police force, which is currently trained by the NATO-led coalition.

"It is in line with the fundamental interests of the two peoples for China and Afghanistan to strengthen a strategic and cooperative partnership which is also conducive to regional peace, stability and development," Zhou said in a statement, according to China's official Xinhua news agency.

Resource-hungry China, which has a small border with Afghanistan in the country's mountainous north-eastern corridor, is keen to invest in Afghan resource deposits worth as much as $1 trillion, based on U.S. Pentagon estimates.

Chinese state-owned miner China Metallurgical Group (MCC) operates the $3 billion Aynak copper mine in eastern Logar province, which has been subject to rocket attacks and other raids by insurgent groups looking to disrupt operations.

MCC won the contract to develop Aynak in 2008 and it was originally scheduled to begin production in 2013, but work has been delayed by the discovery of a huge and significant archaeological site in the area.

Zhou's visit underscores the concern in Beijing about a deterioration in security as the NATO presence in Afghanistan winds down.

It also comes after Karzai last week voiced concern about strategic pacts signed with chief ally the United States earlier this year ahead of talks starting in three weeks' time on a continued U.S. troop presence in Afghanistan beyond 2014.

Zhou had originally been scheduled to travel to Turkmenistan following a visit to Singapore, but diverted to Afghanistan for the meeting.

The Chinese government fully respects the right of the Afghan people to choose their own path of development and will actively participate in Afghanistan's reconstruction, Zhou told Karzai, according to Xinhua.

Karzai said security in the region "depends on the relations between Afghanistan and its neighbours", presidential spokesman Aimal Faizi said, with both countries agreeing to expand their so far limited ties.

. . . .
Good development.

A taliban controlled Afghanistan will be a terrorism hub of Asia and headache for neighbouring countries India, China, Russia and Iran.

All the regional and world powers should help in stabilizing current Afghanistan government.

VERY strategic move by the Chinese. They'll do what they did with Brazil and others. Make them a trade partner and pour in Chinese assistance and gain strategic control. Forcing India, the US and Russia become a smaller piece of the equation.
Very smart move by China and good for Afghanistan.

.
Good for afgani brothers just few hours away from my place, peace and stability there will be good for overall region. they need is basic necessity of life not weapons and Taliban countering policies. China hopefully can do better there then competitive counterparts.

Its Afghanistan's decision to indulge with countries it deems necessary for its own and regional peace and stability. Chinese involvement is a right and prudent move given the hostile Indo-Pak history on Afghanistan's turf and in turn a substitute for India’s opportunate investment. US is not going to be here forever, but Pakistan and its immediate neighbors are here to stay.
When the time is ripe Pakistan will find the right balance to engage and moderate the groups neccessary to bring this war to an end, but this will also see the eviction of Indian influence as a prerequisite. Chinese deep interaction and investment in Afghanistan is a welcome move and is in convergence with Pakistan's interests.

Good for afgani brothers

Bro - here's the MAIN problem. What or who you call ' Afghani Brothers' they hate Pakistan SO OPENLY that it's not funny. Doesn't matter what they've been through and what you've done for them. They think India's done them a favor by keeping a check on Pakistan and whatever Pakistan did....was their right to get.
I have a ton of other posts. Pakistan needs to worry about it's own progress and how to advance into the 21st century. NOT Afghan and Arab brothers crap. They all have nothing positive to say about you and they all think Pakistanis are second degree citizens. So let this brother crap do please!!! Work for your interest once!

A good move. Neigbhors should have good relations.

Good development!

Hope Chinese presence can comfort Pakistan's paranoia over India - Afghan relations.

This is very much needed.

Especially in case NATO fails completely. We simply cannot ignore the security ramifications in Afghanistan. I hope the US have no problems with this considering their hostility toward SCO.

How many birds can one shoot down with a single rock?

So what do we have here? Conflicting interests of Pakistan and China. Pakistan wants to make Afghanistan its protectorate for 'strategic depth' against India and a resource hungry China wants to influence Afghanistan for investing in its resource deposits worth as much as $1 trillion!

Pakistan it seems has lost the game to China because where national interests are concerned, China would never allow Pakistan a share in the resource pie. China will therefore support the present Karzai government whereas Pakistan for its 'strategic depth' doctrine would need to install a pliable government with the help of the Taliban (Haqqani/Omar) which is anathema to China.

Interesting times ahead, what? :pop:

whats the conflict here? suppose pakistan wants afganistan for stragic depth, what does that got to do with china making investments into afganistan, if anything suppose pakistan was losing a war with india and takes refuge in afganistan specificially chinese mines/etc, is india gonna blow up chinese state own mines/buildings/workers and force china into the war? india is suppsoely making economic progess into the country, some chinese competition for them only benefits pakistan and afganistan, ask any pakistani person whether they would rather have indians all over afganistan or the chinese.
