yes, budget, GDP and co are definitely important but you need to see that Brazil has barely 10 (!) 4th gen fighters!!!
Yes Brazil has a MMRCA like program running but we are talking about the present situation.

Furthermore PAF has much more combat experience that the BAF.

You cant conduct a successful offensive operation against an an enemy without having at least 3 times the resource allocation.

To beat Pakistan, you need at least $15 Billion, simply because it cost more to conduct and offensive operation than defensive. To be in the comfort zone you need about 5 times the resource allocation, Brazil has this in the bag 7 times over. There no debate here.

Fighters isn't the only component, its a lot cheaper to carpet bomb entire area rather than deploy fighters to take out individual targets. A lot of people assume physical assets such as guns and fighters plays the most important role, completely forgetting about the bullets and bombs and munitions.
