Arabs don't have any credible officerkorps,and their airforces are tools for americans.An airforce can't be among the best if its not even independent.
Also icewolf u left out so many great airforces,japan,skorea,europeans.
I wouldn't put india at 5 atm.After we get rafale maybe.
Lets face it indo pakistan have a lot of junk and a relatively small amount of modern planes,though combat exp is there.

Well does your list go by "technical lists" or "operative listst"? Since Sweden today only has mere 100 Gripen C/D and a handful of Gripen A/B. Once the Gripen E/F will be introduced, there will be a meager number of around 60 Gripens left.

And to that fleet you could add 2 SIGINT S 102B Gulfstreams.

EQUIPMENT , budget, training, excercises overseas, doctrine/tactics and leadership. these attributes are NEEDED.
