Most of the "Universities" in these third world countries are second to third rate colleges who are self-proclaimed "Universities", with shoddy educational programs, rampant with unprofessionalism, poor standards, rampant cheating, bribery, etc. Also I can tell you foreign students in US are also more likely to be involved in academic dishonesty and cheating. I personally know of several prominent Universities who have reported a large percentage of students who are involved in cheating are foreign and many of them I'm sure are expelled. Of course there are also many foreign students who are also quality students working hard and honestly.
Also the data listing number of Universities in the listed countries doesn't appear to be correct.
