On Topic: Obviously China better because China is doing everything for a purpose. And India doing things only to show off.

china is at least 10 years ahead of India in space tech. as chinese have much more resources and political will and capabilities currently. Chinese flew their human crew in space in 2003 and ISRO is still awaiting for the funds which they asked in 2008-09, 3 billion US $. Even if ISRO gets a go ahead and budget by 2020 they it will take minimum 3-5 years for human crew launch. So we may see an ISRO human crew launch by 2023-2025 years by then chinese would have a big space station in orbit.

To the moon and back, Giant leap for China's space program


It is China's first lunar module capable of returning to Earth and the mission's main technical challenge will be making sure the spacecraft slows down enough to re-enter Earth's atmosphere safely. The mission tests technology that will be used in a more ambitious launch, to take place in 2017, when an unmanned lunar probe will go to the moon, collect soil samples and return home.
