Right wing had a major presence in India well before Gandhi and Nehru. Everyone was looking for answers to the following question- how did India, a brilliant civilization find itself a slave?
Congress- because India was divided, had superstitious beliefs and left behind scientific race
RSS- because India let go of the enormous cultural strength our civilization gave us

Now in those days economic success and cultural factors were considered very close. This is why culture was such a crucial aspect. That's why 'hindu rate of growth' was so important a concept. Starting in 1980s, a lot of economists (especially jewish economists) proved conclusively that economics was essentially a science and therefore related to policy rather than culture.
