It still doesn't seem cost effective though. It would take a lot of energy to catapult such a heavy mineral shipment off the lunar surface in the first place.

Even a small change in the angle will cause them to bounce off the Earth's atmosphere or force them to land at another location..thats one of the reasons NASA have landing locations for their shuttles around the globe including Somalia. So to have such level of accuracy on a piece of rock is just not possible. Even after crashing to ocean (if we are lucky), we have to send in divers or specially equipped submarines to recover them. So your idea just not seems feasible.

It's not just a piece of rock, but a specially designed shipment container, a kind of re-entry vehicle. So it should have the capability to maneuver mid-flight as well.

Not necessarily. Oil is simply long-chained hydrocarbons. There's quadrillions of megatons of natural gas and probably liquid hydrocarbons out there. We've found them on some of the moons of Jupiter and Saturn. Titan may have more than all of the Earth's reserves. No plants or dinosaurs on Titan.

Crude oil may be geological rather than fossil. There may be enormous amounts being manufactured deep underground, that seep upwards to be tapped by man. Abiotic theory of oil.

As for these space treasures, so long as we need chemical rockets to get at them, they will be cost-prohibitive. Fortunately, the U.S. exploitation of alien technology now ongoing at Area 51 should bear fruit, very soon.
