Making a list of things that urgently need fixing in Pakistan.

Power Grid-
Not only does this leave most of the country without electricity in "load Shedding", it also means that foreign investors who want to build their businesses within Pakistan are discouraged due to not having a constant supply of electricity for their machines. This is why most businesses tend to go for India and Bangladesh instead, where the power grid is a given.

Irrigation/Canals/Dam system-
Not only is this the largest employer within Pakistan, it also generates most of its revenue through the irrigation systems that lead to farming. As Climate Change begins to melt the glaciers in the North more rapidly, the decades old Irrigation systems will only be more overloaded, leading to more abysmal floods like those seen in 2022 and 2010. This needs to be fixed urgently, as we cannot afford to have our economy killed every few years due to the flooding.

Education system:
We only dedicate 2% of the GDP to education. This needs to be increased by almost three times the amount, if we are to have some standing in the academic world. You can't keep a state in the air with only a bunch of farmers.
Education is becoming more and more paramount as our population grows, and as we begin to face infrastructure and energy issues. Our population needs to be prepared for the rapidly changing scenario in the country, both due to geographical reasons such as climate change, and due to geopolitical reasons.

I am being serious. Just about everything and then some, has been overdue for urgent fixing and rectification for decades. It has come to the point where everyone is simply content to lurch from one false messiah to the next, because that is far easier than actually starting to do something about it. That is why Pakistan is where it is, and that is also why it will stay where it is for the foreseeable future.

Budget is limited, post the budget in the thread and show us which one that should be decreased and which one that should increased.

Don't reinvent the wheel. Look around. Bangladesh, Indonesia, Malaysia are all doing OK. Study them carefully, pick all the good policies they are following, ditch the current polity lock, stock and barrel and go with the new BIM hybrid. Don't look west. All Islamic countries not pumping oil are in various stages of dysfunction. Look east. that is where the sun rises.

I am not well versed with what problems Pakistan faces but here we go
1. Electrification - Access To electricity is one of the main things that a nation needs to even function, Subsidize solar panel it's a great way for decentralisation of electricity consumption and reduces the strain on national grid in the meantime

2. Transport Infrastructure Namely Railways (still using British era tracks), Roads, Inland Waterways (indus is a navigable river make use of it), Aeroplanes

3. Public Transport - Crowded cities with bad public transportation means less productivity and loss of economic opportunities

4. Internet Access - Access to Cheap and High speed Internet is a must in the modern World

5. Water Management - When Half your population lives beside a river and their main source of income is agriculture an efficient water management system becomes a necessity.

6. Digitisation of the Government - In India you can do nearly every government related work online except voting, your country needs that. (Eg. Digital India)
Digitisation also has the additional benifit of reduced corruption

7. Skill Workshop - A Mandatory scheme to teach semi educated folks skills they will actually need to make a decent living like masonry, mechanic, plumbing, etc (something similar to India's skill India mission)

8. Make Basic Education free and mandatory (similar to India's Samagra Siksha Abhiyan) and please close those religious schools and madrasa's, they are the biggest reason for the mess your country is in today.

9. Build High Level Educational Institutions similar to Indian AIIMS and IITs.
China can help you a lot in this just like Soviets and germans helped us in setting up IITs

10. Redesign your curriculum with heavy emphasis on values like curiosity, meritocracy, inclusion, secularism, science, etc

11. Strengthen Institutions like Courts and Bureaucracy by giving them more power

12. Make all government institutions answerable by bringing in something similar to the Indian RTI (we can ask questions to our government and they will have to answer that)

13. Implement strict anti corruption laws and make them more efficient by creating powerful anti corruption bureau, imposing heavy fines and jail time and protecting whistle blowers.

14. Provide Food Security to your folks by implementing something similar to the Ration Card Scheme of India

15. Implement a centralised Identification system to make sure government benifits go to those who actually need it (in other words a Pakistani version of Aadhar)

16. Make sure to Provide financial inclusion even to the most poorest of people (to give them direct government subsides) (Eg. PM Jan Dhan Yojana)

17. Provide Access to basic amenities like toilet, water, Gas by subsidising them. (Like India does under its Ujjwala Yojna) (Lack of clean drinking water is a big problem in Pakistan)

18. Strengthen public health institutions of the country by building more Village Health Clinics to provide basic health services and Big City hospitals for specialised health services. Implement a universal Health ID Card for your population (similar to ABHA ID in India)
Subsidize this health access by providing government insurances (Eg. India's PM JAY) And Cheap medicines (Eg. Indian Generic Drugs distribution system)

19. Promote Sports, they can be a major source of income for a country by generating a lot of direct and indirect jobs, This can be done by providing sports scholarships and building stadiums (Eg. Khelo India)

20. Promote Startups and Businesses by making business laws simpler and faster, By creating SEZ for business By Giving them low interest loans and By providing government support in the form of funding through a government owned investment body . (Eg. Startup India and PM Mudra Yojana)

21. Provides financial assistance to poor for constructing their houses themselves under government oversight. This generates income and employment as well. (This Can help in formation of planned villages and colonies which is a massive help in future) (Eg. PM Awas Yojana)

22. Provide a government maintained job seeking place for where both the parties can search each other for all sorts of job no matter how big or small
(Something similar to India's National career service)

23. Provide Scholarships and internships to top STEM students, fellowships to PhD pursuers, research grants to researchers these highly educated people will one day become the greatest asset to your country

24. Strengthen your farmers by giving them cheap loans, subsidised electricity and fertilizers, teaching them advanced farming techniques, help them sell their produce etc

25. Revise your tax laws and make them easy to understand, access and simple to file, this will tremendously help your businesses (similar to India's GST System)

26. Harden your criminal laws and punishments, make bails harder to get, and punishments more decisive so that people fear those laws and think twice before committing a crime

27. Educate your population about safe s*x and birth control by subsidizing pills and condoms (In India you can get a pack of 10 pills for 10 ruppes), importence of family planning and child immunization (you can learn from India's polio immunization program)

I will add other things as I remember, In the meantime do read about those Indian schemes I have talked about, similar schemes if implemented properly can be a game changer for Pakistan

I will add other things as I remember
And some softer issues too. A national action plan to combine immunization, children's and women's health, birth control. At current population growth, it will be near impossible to run away from poverty (unless huge oil deposits are found). A national action plan to stop consanguineous marriages. High birth rate and huge population of youth with low IQ, learning disabilities and genetic diseases is recipe for demographic disaster.
