Not sure bro, but according to that analysis they were analyzing the prospect of using dams as war machine, they calculated that the tsunami downstream in India would have equivalent damage as an xkiloton nuclear damage. They said if China can have enough dams, it will cause a cascading effect and destroy India if they choose to, without using nuclear warfare. They then can blame it on dam failure. And if they don't want to destroy India, but controlling India's water supply, they can withheld water. They also calculated that in the next 20-30 years, India will face severe water problem due to groundwater extraction. This will be a powerful economic weapon, can also cause mass starvation in India if needed. They also included the prospect of India attacking those dams, which they say will also destroy India since the water released will flow downstream into India like a tsunami.
It will constitute to war crime
More over maximum catchment area lies within india. So , no problem in long run too

Regarding floods, there is a 6000+ criteria dam down over brahmaputra river.
By sacrificing one or two places all the water upstream all that effect can be reduced.

River linking projects over brahmaputra also will reduce such threats.

Population density around brahmaputra is less & Ganges+Indus rivers are main source of water, I doubt it potential effect as weapon

The source of the river is almost insignificant to the amount of water the river actually carries.

If you cut of the source, or divert the top head of the river, the bottom keeps flowing, because it gets its water from the middle.

Look at the rain fall pattern in the whole area. Tibet lies at the watershed side of the Himalayas. The water for Indian rivers all comes from rain that occurs in Indian territory.

So how do they work?

In short, a river gathers water as it travels downstream. The rivers path is dependent on the terrain of the land, and the water catchment area.

Cutting the source of the river, or its top end won't matter much for the middle and bottom end, if most of the water that the river carries comes from the middle and the bottom end, which is the case for India.

Tibet barely receives rainfall, almost all the water India receives come from rainfall in India itself..
