If in the future, a powerful "Islamic Union" arose out of the current world order, that would suit our interests completely, since a multi-polar world can only exist if there are multiple strong actors in the world, not just one. (It's our official policy to seek a multi-polar world, as opposed to the current unipolar hegemony).

China alone is not enough, China and Russia alone are not enough. Perhaps with a powerful Islamic Union that refuses to side with America, we will finally have our multi-polar world.
Some hawks in the PLA wishes to achieve a multi-polar world through 3 alternative nodes of power: rising China, resurgent Russia, and an Islamic entity. They have however noted the fractured nature of the Islamic world, the presence of unfriendly military powers and the relations foreign powers have with the local authorities. The thinking is that these nations need time to workout their issues and in the meantime should empower their state actors. Violence by these local state actors (like Syria) should be left alone as its part of the natural formation process. Some have pondered what if the Chinese civil war was stopped half way? Less people may have died due to that particular war but sometime temporary death and suffering is necessary to achieve long term stability. Non-state actors would be mostly avoided as they are likely temporary and won't have a prominent role in the future leadership of the region. If they are important then they will become the state itself. So far China has cultivated good relations with all the major Islamic nations that have a chance in reshaping the region.

A "Great Reform" is needed, to overcome such obstacles. Even then it will be an uphill struggle, but if you think about China during our Century of Humiliation, no one would have believed that we could recover from that.
Internally the best person to blame is oneself. One must sincerely ask how they can improve to change their own situation as blaming others wouldn't yield positive results (unless blaming is particular tactic).
