Yes ISI is now a days lacking tech but who knows what they have but it still can't be ranked above CIA/Mosad may be these folks are starting from Asia(ME) and ending at America. They surely are Asian(ME) thats why they have ranked nearby countries above all because they are most powerful among these countries. Are you confusing bodyguards with intelligence agencies. I dont know about other agencies but secret service was formed exclusively for the protection of American Presidents much like the SPG of India who protects the Indian Prime Minister. The only intelligence they are interested in are the possible threats to the VIPs they protect.
