A big misunderstanding arises from not being capable of differentiating between plausibility of a process and its feasibility. The guy probably is ignorant of the associated energy balance and didn't consider the cost involved in dissociation of water. I don't know which method he used for dissociation of water and think if it ever becomes energy efficient that would be possible thanks to some enzymatic reactions to produce hydrogen economically.
