Depends upon the city. The population of Boston has declined by over a 1/4 since 1950 with suburbanization even though the population of the area has gone up. The city is struggling to find riders.

To make matters worse 66% of Boston households own a car so the remaining 34% are probably lower income and more likely to take the subway meaning attempting to raise fares to fully cover costs hits lower income people the hardest.
