Pakistan does not operate US or Russian model of carrying Nuclear codes..
They had credible annihilation threat as both had tens of Gigatons of Nukes aimed at each other..
Neither Pakistan, nor India can Annihilate the other as not that much Nukes in any's arsenal...
Even in case of First strike from India, there will be enough time to plan and launch a counter strike.

well yes..No PM of Pakistan is even trusted with Nuclear codes
Plus there is no need of carrying it around in a Briefcase.
A PM like Nawaz Sharif will sell the codes to India amd India will be launching our nukes..
