Here is a report released last year about Sangh-affiliated organizations which are being investigated by the NSA and FBI as they are mis-reporting their true intent of fund-raising as non-profits. Non profit organizations as a category are tax exempt in the US.

A large portion of the 55 Million raised from US Sangh organizations last year went for funding hate-based communal activities in India and there is no public accountability in India for these Hindu Nationalist communal activities.

As these are reportedly communal hate groups, their activities have come under increased scrutiny in the US. Members rosters are being looked at and the leaders are being questioned.

Sangh actions against its opponents have also received international attention, as with the harassment of human rights defenders in Gujarat (HRW 2004) and the intimidation and threats of rape and assault against women members of the Indian People’s Tribunal on Communalism in Orissa in 2005 (Williams and Pocha 2005). The Sangh’s political ascendency in India since the 1920s has fueled an “authoritarian, xenophobic and majoritarian religious nationalism,” polarizing culture and society against religious, ethnic, cultural, sexual and gender minorities and the Sangh’s
opponents.

Hindu nationalist violence is further exacerbated by the ineffectiveness of Indian state agencies to deliver justice and accountability for its religious minorities, as noted by the U.S. Commission on International Religious Freedom, which placed India on its Watch List/Tier 2 status for the sixth year in a row in 2014 (USCIRF 2014).

All this report shows is a summary of financial data that the Hindu organizations in the USA published themselves. The purpose of this elaborate 'paper' seems to be to simply vent anger and hatred that Hindo organizations are meeting with such success in the USA and are able to collect money for use in India. I scanned through the .pdf and found it utterly lacking in any specificity - it is simply a page after page of stating public information - And the heights of idiocy is that it calls for investigation whether any misuse is occurring! It us unabe to point to any so it wants us to spend more tax payer money to investigate if there is any thing wrong going on!
