Personally I think Linshui is NOT a good pass-by choice for the proposed HSR。
Not exactly, I am totally for Linshui as opposed to Guang'an City. It's the shortest path through Linshui, won't cut through a huge mountain range. Most importantly, there are two million people in Linshui, and Linshui has no even traditional railway.
 
People now really realize the importance of HSR even in a small county. That's not bad. What need to do is the county gov should appeal and try hard to grasp the opportuniries at the HSR line planning stage.
It's quite a complex issue since this county is under a prefecture-level city. The only solution is that counties are directly managed by provincial government, which is also what the constitution says. City being above county is unconstitutional. And this Guang'an city is also Deng's hometown, no need to manifest the reason.

In some cases, a county wins, because it has more influence in central government, like the case of Dawu County's HSR station, because several generals are from Dawu, they lobbied.

In other cases, a joint station is built, or both stations are built(then the line is not straight) because they have equal influence.

Yes, the prefecture-level city stole the HSR planned in their county, they felt threatened. Now, a standard strong county should have at least one HSR line. Even having five expressways is outdated.
The stupid western media always make it sound like the people don't want the HSR, but it's the opposite of that.
