The missing taxpayers

They travel abroad regularly, live in palatial homes and drive luxury vehicles. They are 2.3-million strong – they are the affluent Pakistanis who are also distinguished because they do not pay any taxes. They don’t even have a tax number, which suggests that these 2.3 million affluent Pakistanis have never paid taxes in Pakistan.

This is about to change, if one were to believe Salman Siddiqui, Chairman of the Pakistan’s Federal Bureau of Revenue (FBR). The FBR has issued notices to the 700,000 wealthiest of the 2.3 million affluent Pakistanis to pony up withheld taxes. Mr. Siddiqui did not elaborate on the penalties for those who would continue to evade taxes.

Tax evasion in Pakistan leaves the State with no option but to borrow money from lenders, such as the IMF. Consider this: in a nation of 180 million, fewer than two million are registered tax payers. Furthermore, tax revenue accounts for roughly 10 per cent of Pakistan’s GDP, which is extremely low even for Pakistan. The average among western European states is around 30-plus per cent.

In the words of the famous Canadian-born economist, John K. Galbraith, this leads to the classic case of “private opulence and public squalor” where the desire and demand for private goods is enhanced while spending on public utilities such as schools and parks decreases. In fact, Pakistan’s society and economy epitomises private opulence and public squalor where the fortunes of the rich and wealthy keep growing, while the State of Pakistan gets buried deeper in domestic and international debt.

The FBR has to squeeze hard these bloated tax-evading lemons. I would argue that even the sovereignty of Pakistan rests on the unpaid taxes of these 2.3 million affluent citizens. Consider the following numbers: if the very rich tax evaders are charged a nominal annual tax of $2,500, and the remaining 1.6 million not-so-wealthy evaders are charged $1,500 annually, this would generate an additional $4.2 billion in tax revenue.

Remember that the US is offering Pakistan annually $1.5 billion (in aid) through the Kerry Lugar Bill, in exchange for drone attacks on its own people. The $4.2 billion from the wealthiest tax-evaders could buy Pakistan its freedom from the United States.

And what of the tax penalty for avoiding taxes in the past? May I recommend a one-time penalty, $5,000 for the very rich and $2,500 for the second-tier rich, which would generate a one-time revenue of $7.5 billion. This is exactly the amount that the Kerry-Lugar Bill has promised for Pakistan over 5 years. Again the very rich, by paying their back taxes as one-time penalty, can off-set Pakistan’s dependence on American assistance.

The amounts I have suggested in taxes are not excessive by any account. It was only last month when we learnt that renowned Pakistani singer, Rahat Fateh Ali Khan was caught with undeclared $124,000 in cash at the New Delhi airport. Rahat Fateh Ali Khan reportedly has no tax history in Pakistan. Would people like him find a few thousand dollars in taxes, burdensome?

Asking the very rich in Pakistan (who make several trips abroad for which the airfare of a single trip alone is around $1,500) to dole out $2,500 (or $1,500) in taxes is certainly not excessive. If you consider the equity they hold in their palatial homes or the luxury vehicles they drive, the amount I have suggested in taxes would appear insignificant for the very rich.

I live in a middle-class neighbourhood in Toronto, Canada, where I pay over $5,500 in property tax alone. My total tax bill (income and other consumption taxes) is an order of magnitude higher than my property tax bill. In fact, in Canada income taxes are the largest single line item in a household’s budget, followed by shelter and transport costs.

Canadians pay taxes even when they disagree with how the government spends their tax dollars. Consider the current right-wing government of Prime Minister Stephen Harper that has followed a more fear-laden agenda and has shifted towards spending on building prisons and buying fighter jets from the United States.

Most Canadians abhor such spending decisions because Canada has experienced a significant decline in violent crime rate over the past decade and hence, does not need new prisons. Furthermore, Canada does not face any security threats from other countries for which it may need new fighter jets.

Building prisons and buying fighter jets seems a huge waste of tax-payers’ dollars. Yet, I and other Canadians do not even for a second think of withholding taxes on the pretext that our tax dollars may be wasted on futile projects.

The relationship between the State and the citizen is defined by the citizen’s willingness to pay taxes. Withholding taxes weakens the State. A weakened State has no alternative but to compromise. In Pakistan’s case, it is not the politicians alone who have pushed the State to beg from the IMF or the United States. Instead, it is the citizens of Pakistan who refuse to buy a stake in the country’s future by paying taxes, have forced the State to borrow from IMF and other lenders.

All Pakistanis, irrespective of their political or religious persuasions, hate their country’s dependence on handouts from the United States, the IMF, the World Bank and other similar institutions. The easiest and surest way to break free of this economic dependency is for Pakistanis to pay their taxes.

only 1% ppl pay tax i think (not sure)

lets say if 80 to 90% ppl start paying taxes. our economy will go sky high in few years
 
Pakistani govt should go on a high drive to educate people to pay tax.
People who are willing to pay money for charity should not have issue in paying taxes.

when people see the top leadership it self is corrupt how will they pay tax ??? imran khan collects billions of rupee charity per year for his hospital people trust him more than any budy in pakistan if he comes in power i bet pakistani people will give taxes and will help to take out pakistan from this mess when their will be good leadership under imran khan .

Paying your tax is your duty, no matter who rules you. How do you expect the country to be run then?
How much people pay for charity, as percentage of their income, btw. Income tax is 10 to 30 percent usually.
People seem to donate to charity to wash away their sins, where as they are reluctant to pay tax as they dont have any incentive for it(this life or after life)
 
Well Pakistan should target recovery of 200$ / year from all citizens of Pakistan

BASE TAX THAT SHOULD BE MANDATORY
> 180 Million is Pakistani Population x 200$ USD = 36 Billion USD revenue
This amount should be mandatory on all people

People Earning more obviously pay more !!!

People who earn more then 10,000 USD in Pakistan also pay % of their salaries 7% (Income tax on top of 200$)


a) Politicians (Their daily allowance is 1 Lakh per day for water , food, and car and residence all tax exempt)
b) Business Man
c) Army Soldiers
d) Bankers and Banks
e) Farmer land owners
f) Real Estate owners which is valued in Millions
g) Teachers
h) Government Employees
i) Mullahs running mosques (Getting Millions in charity living life of luxury)


Agricultural Land should also be Taxed:
Based on how much land you own there must be Tax on that Land



Over Seas Pakistani (UK , AUSTRALIA, USA, CANADA , EUROPE) Nationality Maintainable Fee
Average income of Pakistanis overseas is 25,000-100,000+

So a 200 dollar fee is not going to kill them.

7 million Pakistanis live over seas
(200$ is cost of car insurance for average pakistani over seas)

7,000,000 x $300 = $2.1 Billion dollars / Years which is 50% budget of our Army

if you own National ID card and want to retain your Citizenship
you pay $200 dollar else if it expires you will have to pay $5,000 to renew your citizenship your choice.


Toll Surcharge on Afghanistan Trucks :

5 Million cars use Pakistani Roads to take items into Afghanistan Tax it
5,000,000 x 5$ = 25 Million dollars / month for goods transportation


Business Tax : People who own Business in Pakistan
Obviously they need to pay Taxes 7-10% on their income for each year

Becasue corporations earn profits in Millions and Billions the tax recovered is also high
we should be able to raise 10-20 Billion dollars form this sector

> 20 Billion is a realistic number generally the corporate taxes collected are higher
because companies make more money



Lets not forget the Real Estate Sector

Pakistani Properties are sold , 200,000 USD - 500,000 USD range
if this sector is tax 1% -2% when ownership changes


Another 1-2 billion should be raised


The biggest challenge for Pakistan to implement this is

a) We need to import cheap oil get it from Iran or Venezuela but we need cheaper oil
b) We need to reduce food cost in Pakistan
c) Strong check on smuggling of goods out of Pakistan (specially sugar, wheat , and fruits illegally)


Finally to fight the electricity - shortages impose a air condition tax

50$ / Air condition per year - only imposed on residential houses not corporate


2/5 homes in Pakistan has air condition - it should be electric company's responsibility to record which
house has a air condition and freezers

If a house has electricity usage more then certain % they must have an air condition and they should be taxed


Don't pay taxes:
Your personal possessions get taken and sold to pay taxes
You don't pay property tax , your home gets sold , and government takes taxes your choice
You don't pay personal tax , government cleans out your personal bank accounts
Agricultural land owner does not pays taxes, his land is sold and taxes claimed

Also Banks need to stop lending to people who have taken loan forgiveness of any kind in past


All Private Taxis and Buses in Pakistan need to be Abolished

> Cities should issue Taxi License plates / year and taxes need to be paid for these car plates
Each taxi owner should pay $200 tax per year to maintain his taxi number plate

> Local Buses should be handed out to Chinese companies who would pay taxes on Tickets sold
Tickets/Bus Tokens for buses should be purchased at bus terminals.

All the classical buses should be taken out of the roads for driving hazzards double decker buses should
be introduced to carry more passengers and less fuel is used.

Each bus should also pay $200 / year tax for number plate and the bus owner company should pay income tax
as a business how much income it made.


1 Billion should be invested to modernize the police/ and traffic police force to stop bribery , if we can collect
36-50 billion from taxes , I think 1 billion is justified to properly improve our traffic police and general police force
better income and training will yeild less cases of corruption


If we collect 50 billion form taxes which we really should be ....

Police Force : 1 Billion
Taxation Police Force: 1 Billion
Army : 4 Billion
Navy : 2 Billion
Airforce: 2 Billion


40 Billion left

3 Billion given to Punjab Provincial Government (Schools, Roads, Facilities , Parks)
3 Billion given to Sindh Provincial Government (Schools, Roads, Facilities , Parks)
2 Billion given to Baluchistan Province Government (Schools, Roads, Facilities , Parks)
2 Billion given to KPK Province Government (Schools, Roads, Facilities , Parks)


30 Billion left
This 30 billion should be used to
a) Develop our own coal fields
b) Develop our natural mineral reserves in Balouchistan
c) Research and development
d) University higher education research
e) Solar Energy project

or just investing overseas in companies , banks and buying gold

We don't need to beg for 100-200 million from IMF or world bank or any country , we should generate 50 billion if we get our act together right !
