Yes I haven't and I agree Russian cities maybe less developed in comparison but they are definitely not dirt poor. After all we are talking about a former super power ,a highly industrialized country and still a major global power.

Actually despite vast land and huge resources. Russia location and position are extreme disadvantage for development. They are far from popular and easy access location. Extreme weather hamper development.

They even need to loan a rocket launch site from kazakhstan due to Russia poor location for space launch. More or less sum up the disadvantage Russia is suffering. Vast land can be a burden as it will drain precious funding due to need to maintain vast border.
