It's in the middle of nowhere. They did this jungle of concrete for the sake of doing it?

It is the Qianchun interchange bridge (黔春立交), located in Guiyang. I made the bridge circled in the SAT picture below.

Guiyang may not be a developed city, according to the Chinese standard, but definitely NOT "nowhere"
