Every country has been contributing the debris to some extent in space above the earth, all these satellites that are the foundations of the modern wireless long distance telecommunication and gathering of meteorological data from space and all of them have contributed to some level to space debris as when they are launched into space the parts of rocket launcher systems are sometimes scattered in the space, there is no such thing as a free lunch in this universe because everything comes at a cost. We are all beneficiaries of those thousands of telecommunication satellites operational in space right at this time but they all have their finite life times after which most of them or at least parts of them become space debris if they don't successfully land back to earth. So space debris is something inevitable if we want to use satellites for telecommunication and meteorological purposes.
