Depends on how you look at it. We give preferential treatment to countries where there is congruence of strategic direction and objectives. So they get more mileage in their trade with us. Up to the country in question to be where they want to be.

indians are scared of america and pakistanis are real tigers who stand against them, i have to agree on this. i mean look at it india is dependent on american aid and we r being bombed and crushed by america everyday, while pakistan is rising ahead economically and militarily. indians are inferior to pakistan period. we need to learn from them diplomacy and planning. the worlds most thoughtfully planned country is pakistan. their success is inevitable. allah bless pakistan.
