The British era annexed a village and a bridge crossing in the subcontinent.
The next day the British enacted a tax on all villagers passing through the bridge.
Few days go by the British seeing no one complaining, raised taxes a few more notches.
Still no complains. This time the British got a person to enact higher taxes and a slap for every villager passing the bridge.
Next day, the villagers filed a complaint. The British decided to hear the complaint so the village elder was summoned. The elder said, the villagers have difficulty crossing the bridge for work and the queue becomes too long as there is only 1 British assigned for a slap. If the British could assign more people to slap the villagers that may result in shorter queues and the villagers can go about doing their work.
Just an anecdote relevant to situation today.
