I still think that to be a flimsy argument because the 2013 election turn out was 55 % * and even in the US since the '70s the voter-turn-out has been hovering in at the 50-60 percent mark**.

I agree, and there is research on the historical voter turnout in the NWFP prior to the plebiscite, including the elections that brought Bacha Khan to power, that illustrate the fact that the turnout in the plebiscite was along the lines of the turnout in prior voting exercises.

We had property in parts of Kashmir as well as relatives !

But still you should have established federal rule in FATA. Keeping tribals in power is a bad choice IMO. We also have 'special people' from tribal areas but they are not kept in a position of political power - only social influence.

Its a bit difficult on that front because the different agencies of FATA joined Pakistan on this condition (each signed an instrument of accession or something like that) that their system would not be touched. That the twin authorities of the Malik and the Political Agent and the system that they've evolved of political autonomy with Government Oversight would be allowed to remain functioning as it was.

Unfortunately after the Soviet Invasion of Afghanistan and whatever went onto the Tribal Areas; that Tribal System collapsed.

Now it probably needs to be revamped all together.

@Armstrong now FATA should be made a province with capital city and a proper govt. I think there a good chance to do that after the Armys operation. We must establish a strong provincial govt with local police force to guarantee better Law and order in FATA.

If there were to be a capital the capital would be Jamrud. It is the most developed place in all of FATA. It even had a girls college which was destroyed by the Taliban.

It has also been the demand of tribesmen that FATA either be merged with KP or it becomes a province itself. However 50% of the people surveyed didn't give any opinion in this matter.

Need to make provinces out of FATA and Gilgit. Gwadar needs to be the capital of its own province as well.
