ISIS is better funded, and ISI got no sort of influence over them unlike other pet groups that exists.
ISIS is more focused on Syria and Iraq rather than South Asia. They are for once on the defensive, and desperately trying to hold the territories they gained during the Summer Offensives. Their prized jewel of Mosul is under serious threat, the Peshmerga and Iraqi Army are slowly encircling it and cutting of their supply lines. Not to mention, coalition jets are pounding them left right and centre. Unless they stabilize their gains in Syria and Iraq, they simply don't have the resources to focus on South Asia. These groups pledging allegiance are small potatoes whom have lost the leadership of Al Qaeda and are desperately looking for a replacement.
