You have a limited understanding of the Indian constitutional position. The PM has very little role to play unless any violence is so widespread as to cause a complete breakdown of law & order. He can of course, talk in general terms & criticise an attack (not the state government) but that will invariably lead to questions on why he is talking about one issue but not the other. It is not about offending coalition politics but respecting the constitutional position.
Well it's not like a case of calling in the national guard, Just a public statement on religious tolerance, national unity and end to discrimination would have major impact given his prominence, And in general condemning those that instigate the violence, Does'nt have to be state specific or party specific.. The stoic silence in this regard does not bode well.. I'm quite aware of federalist governance, If you have not noticed i'm fro Australia.. In this case it should not have anything to do with it, As the PM of India he can speak on behalf of every Indian
