I don't think it works with videos that have not been precoded or don't have at least one language coded.

It doesn't seem to work with this video at least.

The subtitles options does not appear in this video -- I see it on other videos.

I suspect the reason is that no subtitles have been coded into the video (in Pashtu)

... knowing a little about machine translation I'm pretty sure:

1. The video has to be coded manually with the sub-title text in one language
2. For example the Russian videos you spoke off had probably been coded in Russian manually
3. Once you have that then you can machine-translate it off that
4. But speech to text in a group setting -- the technology wasn't there a few years ago -- may have caught up recently -- idk
