The MOU I believe is related to possible order of around 100 F16 for MRCA acquisition. There is possibility F16 will win for India MRCA tender.

This is why it is not contract yet, but MOU that will turn into real contract if certain condition is met

There's no way India will buy F-16. Even the F-18 for the navy is pretty much out of the competition.

So these MOUs are meaningless if the said MOUs are related to buying of F-16.
