What are the positives, the negatives

Important regions , like say, areas under the corporation from long ago, say from 80's have a superb infrastructure, with good roads, underground sewage, pavements etc Some areas are like foreign ones.
Newly inducted areas into corporation, some 5 years ago are yet to get underground sewage, good roads, overflowing garbage .
Another Negative is dusty roads. So its like 50-50.
