Nope, It's not like that.
That white soldier was most probably an Uzbek or Tajik, definitely not a US soldier.
As for the picture of a US soldier watching an 'innocent Sunni' (what was the point of mentioning that guys religious sect?) get tortured/killed, something is fishy there. Most likely US using locals to interrogate other locals.

There is no doubt that the US supported the Taliban and other militants during the soviet invasion. However, to say they're still directly supporting them is too conspiracy-theory ish for me. If the US's only goal was to purposely destabilize the region, they'd do it a lot differently and a lot more efficiently.
