Why would they offer negotiations? they are winners of the two decade long war. why would they share their success with the losers? did the criminal afghan government shared anything with the Taliban in the last two decades?

Yes but ive been told they are preparing the draft for it from now. They will offer last chance negotiations to take high moral ground. Ofcourse those terms will be more harsher than before as kabul will be encircled. I think its a good strategy and if they dnt accept, they will be overrun.
