Of course. If Sweden can't, how can a developing nation?
as long as these jets are for own survival... i don't think it matters if the engines are foreign.... foreign powers only have a problem when you want a share of their pie... ie fighter jet sales

Sweden does not need a national aircraft engine. Sweden can supply all the technology it wants from any atlantic element. It does not need such a thing in terms of risk sharing and cost sharing.

Saab AB is one of the world's most successful aviation companies in resource management and systems engineering. They still sell softwares and licenses to many countries in the world. There is no reason why they should not continue this tradition.

You think when a country sells military hardware to another doesnt include hardware backdoors to do hacking if in the future it's needed?.

The same developing nation could develop nukes so it isn't impossible. It's just about urgency, dedication and resources allocated.

The route to engine development is fueled only by sanctions which in case of Sweden will not happen ,if happens there are other sources of procurement for them as well ,As national solution it works as commercial solution its kind of those deals where you can avoid or other party can back off .So it will be interesting to know what will be the route or path Swedes takes for new fighter .

This is not how things work. Frankly, for almost all military equipment (there are some NOTABLE exceptions), this is not how things have ever worked.

With regards to the OP, Sweden has kept a distinct heritage of self-sufficiency on aircraft design and procurement for the better part of the last six decades at least (since the days of Tunnan and Lansen to be more specific). In almost all program iterations, Sweden was quick to integrate, utilize and field foreign engine designs in indigenous programs. Svenska Flygmotor (Volvo) was pretty adept on doing exactly that. And even with the company closed, I don't see this pattern changing, anytime soon.

There will be no need for Sweden to design an indigenous engine for its next military aircraft.

If you can't build the engine then all talk of a 'new' fighter craft is very much words, as it runs on someone else'e power plant.
Only the US, UK, France, Russia and China can produce jet combat engines.
The Gripen C engine RM12 is a development of the GE F404 which is now fully owned by Sweden. About 50% of the engine is redesigned, making it much more robust. Volvo Flygmotor, now GKN Aerospace added a FADEC (Full Authority Digital Engine Control), new larger fans. They also improved the thrust. I’d say that Sweden has the competency to build jet engines if needed.
For Gripen E, GKN Aerospace proposed an improved RM12 but the F414 was deemed to be less risky since it was in production. The improved RM12 would have been similar to the F414 in performance.
