Bigger RCS but bigger radar = proportionally longer detection range. F-15 has bigger RCS than F-16 but F-15 has bigger radar so detects F-16 first every time. As an analogy, F6F is heavier than Zero but F6F has bigger engine so more powerful engine so much faster than Zero so kills Zero all the time. You have to think in terms of proportions, not in terms of absolute numbers.

That's why bigger fighter planes kill smaller fighter planes all the time. That's why air superiority fighters are always big planes, not small planes like F-16 and F-35.

F-16 is cheap supplement to F-15. F-16 didn't even have AIM-7 initially. F-16 wasn't built as a fighter like F-15 was. It's common sense F-15 is far better than F-16 in air to air.
