No country would give you a ToT deal, particularly of their newest tech. Even if you order in significant numbers, you might only get localized assembly with some non-critical components being sourced locally. Also, Russia would only provide planes with full payment unlike Chinese or even Americans who would offer credit/fin-aid or soft loans
