lal masjid was founded in Zia era and had been a popular resort for 'mujhaideen' during soviet invasion...now after 2000, army took a different stance but it was difficult to convince Gazis to stop what they have been doing ... so in my opinion, its a mindset which need to be addressed.... it will take time..
