নৌবাহিনীর জন্য নির্মাণ করা হচ্ছে সাবমেরিন ঘাঁটি। কক্সবাজার জেলার কুতুবদিয়ার পেকুয়ায় ওই ঘাঁটি নির্মাণের পরিকল্পনা করা হয়েছে। এরইমধ্যে ওই এলাকায় ৩৩৩ একর জমি অধিগ্রহণ করা হয়েছে। সাবমেরিনের জন্য স্থায়ী ঘাঁটি নির্মাণের লক্ষ্যে চীনা কর্তৃপক্ষের সঙ্গে নৌবাহিনীর একটি এমওইউ স্বাক্ষরিত হয়েছে। নৌবাহিনীতে সম্প্রতি দুটি সাবমেরিন সংযোজিত হওয়ার পর এ উদ্যোগ নিচ্ছে সরকার। এটাই হবে বাংলাদেশের প্রথম সাবমেরিন ঘাঁটি। চলতি বছরের ১২ই মার্চ প্রধানমন্ত্রী শেখ হাসিনা সাবমেরিন দুটির কমিশনিং করেন। সাবমেরিনগুলোর নাম রাখা হয় বানৌজা জয়যাত্রা ও বানৌজা নবযাত্রা। সম্প্রতি সংসদে প্রশ্নোত্তরপর্বে সংসদ কার্যে সশস্ত্র বাহিনী বিভাগের দায়িত্বপ্রাপ্ত মন্ত্রী আনিসুল হক এ তথ্য জানান। এসময় তিনি নৌবাহিনীকে আধুনিকায়ন করতে সরকারের নেয়া নানা পদক্ষেপের কথা তুলে ধরেন।
মন্ত্রী জানান, দেশে সশস্ত্র বাহিনীর মোট সদস্য সংখ্যা ২ লাখ ৪ হাজার ৫৯৬ জন। এর মধ্যে নৌবাহিনীতে রয়েছে ২৫ হাজার ৮১ জন। এদের মধ্যে সামরিক ২১ হাজার ২৮১ ও বেসামরিক ৩ হাজার ৮শ’ জন।
তিনি জানান, বর্তমান সরকারের আমলে বাংলাদেশ নৌবাহিনীতে ৬টি ফ্রিগেট, ২টি করভেট, ১টি হাইড্রোগ্রাফিক ভেসেল, ২টি এলপিসি, ৫টি পিসিসহ সর্বমোট ২৩টি ছোট-বড় যুদ্ধজাহাজ সংযোজিত হয়েছে। এছাড়াও ২টি লার্জ পেট্রোল ক্রাফট, ২টি করভেট এবং ২টি জরিপ জাহাজ শিগগিরই সংযোজিত হবে। সংসদে দেয়া তথ্যে মন্ত্রী জানান, ২০১০-২০১৬ সময়ে বাংলাদেশ নৌবাহিনীতে একটি হাইড্রোগ্রাফিক ভেসেল, ৫টি পেট্রোল ক্রাফট, ২টি লার্জ পেট্রোল ক্রাফট, ৪টি ফ্রিগেট, ৪টি করভেট, ১টি ফ্লিট ট্যাংকার, ২টি ল্যান্ডিং ক্রাফট ইউটিলিটি, ২টি ল্যান্ডিং ক্রাফট ট্যাংক, ২টি কন্টেইনার ভেসেল, ২টি মেরিটাইল হেলিকপ্টার, ২টি মেরিটাইম পেট্রোল এয়ারক্রাফট সংযোজিত হয়েছে।
নৌবাহিনীতে অত্যাধুনিক সমরাস্ত্র সংযোজনের বিষয়টি তুলে ধরে মন্ত্রী জানান, নৌবাহিনী দুটি জাহাজ বানৌজা স্বাধীনতা এবং বানৌজা প্রত্যয়ে সার্ফেস টু সার্ফেস এবং সার্ফেস টু এয়ার মিসাইল সি-৮০২এ, এফএল-৩০০এন স্যাম স্থাপিত হয়েছে। বানৌজা ওসমানে রকেট ডেপথ চার্জ টাইপ ডিসিএল-০০৩ডি স্থাপিত হয়েছে। এটা ৯.৪ মিটার/সেকেন্ড দূরত্বে পানির তলদেশে সর্বোচ্চ ৫০০ মিটার গভীরে আঘাত হানতে পারে। এছাড়া বানৌজা বঙ্গবন্ধুর যুদ্ধ সক্ষমতা বৃদ্ধির লক্ষ্যে অটোম্যাট এমকে-২ মিসাইল কেনা হয়েছে। নৌবাহিনীর মিসাইল বোট এবং জাহাজে সংযোজন করা হয়েছে আধুনিক সি-৭০৪ মিসাইল। পাশাপাশি জাহাজ থেকে শত্রু বিমানকে ধ্বংস করার জন্য শোল্ডার লঞ্চড কিউডব্লিউ-২ স্যাম ব্যবহার করা হয়ে থাকে। এছাড়া, সমুদ্র এলাকায় দ্রুত নজরদারি, সার্চ অ্যান্ড রেসকিউ অপারেশন, জরুরি সেবা ও একান্ত অর্থনৈতিক এলাকায় সার্বক্ষণিক নজরদারির লক্ষ্যে নৌবাহিনীতে সংযোজিত হয়েছে ২টি হেলিকপ্টার এবং ২টি মেরিটাইম পেট্রোল এয়ারক্রাফট (এমপিএ)। ইতিমধ্যে আরো দুটি মেরিটাইম পেট্রোল এয়ারক্রাফট (এমপিএ) কিনতে চলতি বছরের ২৭শে মার্চ চুক্তি স্বাক্ষরিত হয়েছে।
মন্ত্রী জানান, নৌবাহিনীর বর্তমান অগ্রযাত্রায় নতুনভাবে সংযোজিত যুদ্ধ জাহাজ, হেলিকপ্টার, মেরিটাইম পেট্রোল এয়ারক্রাফট, সাবমেরিন ও বিভিন্ন ঘাঁটির কর্মকাণ্ড সুষ্ঠুভাবে পরিচালনার জন্য জনবল বৃদ্ধি এবং প্রয়োজনীয় সাংগঠনিক কাঠামো তৈরির কার্যক্রম প্রক্রিয়াধীন রয়েছে। এরইমধ্যে নৌবাহিনীর নতুন ঘাঁটি হিসেবে বানৌজা নির্ভীক ও নেভাল এভিয়েশন কমিশনিং করা হয়েছে। এছাড়াও, ২০১৩ সালের ১৯শে নভেম্বর প্রধানমন্ত্রী পায়রা বন্দর সংলগ্ন এলাকায় বানৌজা শের-ই বাংলা ঘাঁটির ভিত্তিপ্রস্তর স্থাপন করেন। সংসদে জানানো হয়, সরকারের ঐকান্তিক প্রচেষ্টায় জাতিসংঘ মিশনে বর্তমানে দুটি নৌ যুদ্ধজাহাজ, ২৭২ জন জনবল ও ইউএনমিস মিশনে ২০০ জন জনবল এবং ১৪টি হাইস্পিড বোট মোতায়েন রয়েছে। ভবিষ্যতে জাতিসংঘ শান্তিরক্ষা মিশনে আরো জনবল বৃদ্ধির ব্যাপারে প্রয়োজনীয় পদক্ষেপ নিচ্ছে সরকার।
নৌবাহিনী নিয়ে সরকারের ভবিষ্যৎ পরিকল্পনার তথ্য তুলে ধরে মন্ত্রী জানান, চিটাগাং ড্রাইডক লিমিটেডে বিদেশি জাহাজ নির্মাণকারী প্রতিষ্ঠানের সঙ্গে যৌথভাবে ৬টি ফ্রিগেট তৈরির উদ্যোগ নেয়া হয়েছে। এছাড়া ২টি মাল্টিরোল মেরিটাইম হেলিকপ্টার (শিপ বর্ন) কেনার পরিকল্পনা করা হয়েছে। নৌবাহিনীর সক্ষমতা বৃদ্ধির লক্ষ্যে খুলনা শিপইয়ার্ডে দুটি লার্জ পেট্রোল ক্রাফট তৈরির কাজ চলমান রয়েছে যা আগামী ২০১৭ সাল নাগাদ শেষ হবে। চীনে নির্মাণাধীন রয়েছে নতুন দুটি করভেট। মাইন ওয়ারফেয়ার এর সক্ষমতা বৃদ্ধির জন্য ৪টি মাইন সুইপার এবং প্রশিক্ষণের জন্য ১টি সেল ট্রেনিং শিপ তৈরির উদ্যোগ নেয়া হয়েছে।
একইসঙ্গে নৌবাহিনীর জন্য সমরাস্ত্র তৈরিতে স্বনির্ভরতা অর্জনের লক্ষ্যে দেশে মিসাইল ও আইএফএফ (শত্রু-মিত্র চিহ্নিতকরণের ইকুইপমেন্ট) তৈরির উদ্যোগ নিয়েছে সরকার। মন্ত্রী জানান, ঢাকা, চট্টগ্রাম ও খুলনা নৌ-অঞ্চলে অফিস, প্রশিক্ষণ ভবন এবং অফিসার ও নাবিকদের আবাসনের জন্য মোট ২২টি বহুতল ভবন নির্মাণকাজ চলমান রয়েছে। বাংলাদেশ নৌবাহিনী থেকে জাতিসংঘের ৩০টি শান্তিরক্ষা মিশনে এ পর্যন্ত ৪৩৯৬ জন কর্মকর্তা ও নাবিক দক্ষতা ও সুনামের সঙ্গে দায়িত্ব পালন করেছে।

Submarine bases are being built for the Navy. It is planned to build the base at Pekua in Kutubdia district of Cox's Bazar district. Already 333 acres of land has been acquired in the area. The Navy has signed an MOU with Chinese authorities in order to build a permanent base for submarines. The government has taken this initiative after two submarines were recently added to the Navy. This will be the first submarine base in Bangladesh. On 12th of this year, Prime Minister Sheikh Hasina commissioned the two submarines. The names of the submarines were named banoja jayajatra and banoja navajatra.
Recently, the minister in charge of the Armed Forces Division, Anisul Haque, told the information in Parliament after answering the question. During this time, he mentioned about various steps taken by the government to modernize the navy. The minister said, the number of total number of armed forces in the country is 2, 4, 4, 596. Of these, there are 25,81 people in the Navy. Of them, 21 thousand 281 military and 3,800 civilians are civilians.
He said that during the tenure of the present government, total 23 small and big warships have been added to Bangladesh Navy including 6 frigates, 2 corvettes, 1 hydrographic vassal, 2 LPCs, 5 PCs. Apart from this, two additional petrol craft, two corvettes and two survey vessels will be added soon.
In the information provided in the parliament, the minister said that in 2010-2016, a Bangladesh Navy has a hydraographic vassal, 5 petrol craft, two petrol craft, 4 frigates, 4 Corvettes, 1 flat tanker, 2 landing craft utilities, 2 landing craft tanks, 2 container vessels, 2 Merit helicopter, two maritime petrol aircraft were added.
Highlighting the addition of modern weapons in the Navy, the minister said two naval ships, Banoja Independence and Banoja Rite Surface to Surfaces and Surface to Air Missile C-802A, FL-300N Sam has been established. Rocket-depth charge type DCL-003D in Banoza Osman has been established. It can hit at least 500 meters deep under the water at 9.4 meters / second. Apart from this, Automat MK-2 missiles have been purchased to increase the capacity of war of Bangabandhu. Navy missile boats and ships have been added to the modern C-704 missiles. Along with this, Shoher launched QW-2 Sam is used to destroy enemy aircraft from ships. In addition, two helicopters and 2 Maritime Petrol Aircraft (MPA) have been added to the Navy for round-the-clock surveillance, search and rescue operations, emergency services and private sector monitors. Meanwhile, the purchase of two more Maritime Petrol Aircraft (MPA) has already been signed on March 27 this year.
The minister said the process of developing manpower and organizing necessary organizational structures for the well-equipped warships, helicopters, maritime petrol aircrafts, submarines and various bases are being processed in the ongoing development of Navy. In the meantime, the new base of the navy has been commissioned as the Banozha Nirvichar and Naval Aviation Commission. Besides, on November 19, 2013, the Prime Minister laid the foundation stone of the Bansu Sher-e-Bangla base in the adjacent areas of Paya Ports. It is reported in the parliament that in the efforts of the government, there are currently two naval warships, 272 manpower and UNMIS missions, 200 manpower and 14 high-speed boats deployed in the United Nations mission.
In future, the government is taking necessary steps to increase manpower in the United Nations peacekeeping mission. Delivering the information about the government's future plans with the Navy, the minister said, steps have been taken to make 6 frigates jointly with the foreign shipbuilding company of Chittagong Drydock Limited. It has also been planned to purchase 2 multi-colored maritime helicopters. In order to increase the capacity of the Navy, construction of two large petrol craft in Khulna Shipyard is in progress, which will be completed by 2017. Two new caravans under construction in China In order to increase the capacity of mine warfare, four mines sweepers have been taken and efforts have been made to create 1 cell training ship for training.
At the same time, the government has taken initiatives to build missile and IFF (enemy-allied identification equipment) in the country to achieve self-reliance in creating arms for Navy. The minister said that 22 multi-storied buildings are being constructed for the construction of offices, training buildings and officers and sailors in Dhaka, Chittagong and Khulna naval areas. In the 30 UN peacekeeping missions from the Bangladesh Navy, so far 4396 officers and sailors have been working with skill and goodwill.
