There are some people are opposed to build AC in the Ministry of Defense,because they think submarine is useful than AC to fight with US AC.
China was not rich in 2000,no enough money to build them in same time.
Build AC means stop build submarine .
It was decided by chairman jiang after he visit real ship in 2005.
