NEW DELHI: Despite India's strong reservations about a Chinese nuclear submarine at the Colombo port in September, the government has learned that Sri Lanka has permitted another Chinese attack submarine to dock at a Lankan port.

According to the information received, the second docking is likely to take place very soon.

The presence of Chinese submarines across Palk Straits has deeply disturbed the government which is
making another call to Lankan authorities, this time to convey strong displeasure. The news of a second Chinese submarine docking in Sri Lanka comes days after the visit of Vietnam PM Nguyen Tan Dung to India :lol:and in complete disregard of India's message to Lankan defence secretary Gotabaya Rajapaksa earlier this month.

The Chinese fleet of submarines, both diesel and nuclear-powered (of which three can fire ballistic missiles), represent some of Beijing's most offensive military capabilities and have been the focus of international media when one of them propelled through Indian Ocean waters for the first time earlier this year, making its way to the Persian Gulf.

In a recent report, Wall Street Journal described the Chinese submarine fleet as Beijing's most significant military challenge in the region. And for them to surface at Lankan ports brings alive some of New Delhi's worst fears of China's expanding presence in India's neighbourhood.
Sri Lanka's assurance — even from the highest level — that China has no military presence in the island nation does not inspire confidence. Consider the following:
* Coinciding with the election of Mahinda Rajapaksa as president in 2005, assistance from China has grown manifold and in infrastructure.

* Of the totals assistance of $5.056 billion extended to Lanka by China from 1971 to 2012, around 94% or $4.761 billion came between 2005 and 2012. In the past two years (2012-2014), China has committed another $2.18 billion, mostly as loans with a high rate of interest.

* With its "no strings" overseas-aid policy, China has replaced Japan as the No. 1 donor to Sri Lanka.

* India believes that the Chinese have been favoured despite the commercial and economic viability of their projects being suspect. Traffic generated at Hambantota port and Matara international airport, both built by
China, are said to be far below expectations.

* The Rajapaksa regime has not been deterred by the poor execution of projects by Chinese companies. One glaring example is the $1.35 billion Norochcholai coal power project which Sri Lankan authorities failed to rectify and have now asked the Chinese to operate it. Poor quality of equipment was said to be one of the reasons for the breakdown.

What seems to have angered New Delhi is that the permission for docking another nuclear sub comes even after India conveyed to defence secretary Gotabaya Rajapaksa, who is also brother of the president, that it had serious reservations about the Colombo docking on September 15. :rofl:

This Colombo stop for the sub in September came while President Pranab Mukherjee was touring Vietnam and when Indian and Chinese troops were locked in a face-off at Chumar in southeastern Ladakh. China later said the sub had docked in Colombo on its way to the Gulf of Aden.

Well literally neither India nor China can do any thing if some other country host a nuclear sub into our backyard.

USA already have so many nuclear sub in SCS along with aircraft carriers but what the f*** China can do about that?

Days are not far when Indian nuclear subs will also visit ports of Vietnam, so its not a big news any way.

Yes this will impact relation of India and Srilanka for sure.
 
In other thread, Chinese were boasting about how insignificant India is to give reply to 56 BoPs and drilling in Vietnam.

Now they can't get off their horse.

If Chinese subs have docked before in SL, it will do again and doesn't change anything.
However, India's infra improvement along border and presence in China sea far outweighs Chinese mere retaliation period

So... why can't Chinese submarines dock at Sri Lankan ports when they are passing through?


They have all the rights to dock. Perhaps the choice of the words were not realistic. The concern that India has is of a foreign military base in SL that is against our national security.

Otherwise, we have no problems with you guys on anything.

2) Voted against Sri Lanka not once but twice at the United Nations (the only Asian nation to do so)


The first point was a response to you allowing Pakistani warships fuel and invited USN to doc in your country during 1971 war. If you had no intentions to antagonize us, why did you allow these ships to refuel, who were moving against us in an on-going war?

Isn't it an act of war that you participated in supplying and asking for militaries hostile to us into your territory? It could have gone worse but didn't happen.

If you were neutral, you should have refused the help and said "we don't want to be a part of this war".

What is past is past. We refused to support LTTE in the last moment willing to let go of the past and move to the future.

How about you don't support our enemies during a war next time to prove your neutrality?

Pakistan or China or anyone can be your friend, but when you logistically support them in an active conflict, you take a side.

Look at the Swiss government and see what neutrality is.

3) Pampers politicians from Tamil Nadu who support separatism in Sri Lanka, and spread anti-Sri Lankan vitriol

How? PM Modi has been snubbing regionalist TN politicians since he came to power. Right from the time of his swearing-in, some TN politicians were up in arms about inviting your president for the ceremony. The Central government ignored them.

Now if you are saying suppress them, then we cannot because as Indians and as citizens of a democratic country, they can voice out their perspective. Whether or not it will be considered is a government decision.

4) Does absolutely nothing about the thousands of Tamil Nadu fishermen poaching in Sri Lankan waters on a daily basis, yet cries foul when they are arrested.

How many instances have occurred since the new government took over? Hardly any. And continues to reduce as more awareness is being given to them about this.

I know that some of our older government's policies were wrong, but why are you showing your aggression now when our new government is extending good hand to you guys moving on from older things and promising good ties?

5) Refuses to have a complete defence relationship with the island.

What sort of a relationship are you looking at? Has GOSL raised this with the new government? Not that it has come in the newspapers.

6) Refuses to invest in Sri Lanka yet cries foul when China does so.

We don't care who invests in your country for commercial interests. It is your choice as you are a free indepednent nation.

Our concern is military infrastructure that can pose a threat to us from third countries.

Can you please tell me one place where we are meddling with your internal matters?

With the new government, you can expect a visit very soon. It was very good of your president to have accepted our invitation. And looking at this, we have a good potential of cooperation.

We just want to ensure that your country is not used as a military base against our territory. That's all. If you can guarantee that, then you be free to cooperate with anyone you want.





On the other hand China:

1) Provided arms and training to Sri Lanka to defeat the LTTE
2) Gave full support to Sri Lanka at international fora, including the United Nations by voting against the US sponsored resolution

A kind move indeed.

No doubt China helped you and you have all the rights to establish cordial friendship. But in order not to escalate things against our security in a future war with anyone, please don't take sides. Then we both can come clean.

3) Continues to support Sri Lanka politically, economically and militarily

And how do we don't? SL military officers continue to jointly train with Indian military cadets. We even engage in military commerce by buying patrol vessels from you. Yes there is a lot of scope but it has only opened now after all distrust has been shed.


4) Has a full defence relationship with Sri Lanka and is eager to expand this relationship (held back on the Sri Lankan side by "Indian concerns")

Exactly.

Can you tell me what is the 'expansion' of defence relationship? Your military is capable of facing threats as such which your proved in LTTE war already. What is this nature of 'expansion' can you tell me?

And it certainly is not about buying more weapons because you already use Chinese weapons.

Think who and why is turning you and us against each other and for whose aims.

5) Has heavily invested in Sri Lanka in several major projects and continues to seek other areas to invest in.

You clearly don't see the example of what happened in Myanmar or Cambodia. Study their country's trade dynamics, strategic over-dependence and being bound to China for multiple compulsions.

After all, it is your country and your choice. But mind you, Myanmar was far more economically integrated with China than you are right now, and when they sought to open up to us, you can read what happens.

It's up to the Indian government to fix its foreign policy failure in the region.

India needs to learn from China.

(01) Where was SL's supposed neutrality when it aided Pakistan during the 1971 war by allowing it's navy to refuel close to Indian marine borders despite being requested not to do so? India turned to LTTE only when you guys fcuked things up - You see where the problem is? Forgot who started this pissing competition?

(02) Never express regret for it? Really? We expressed regret in blood - we sent the Indian Peace Keeping Force (IPKF) to aid SL in it's fight against LTTE - those 1,200 peacekeepers killed in action during the conflict weren't fighting for their homeland but for the one from which one comes up and says that it didn't aid us in it's war! We even lost one of our Prime Minister in the whole conflict. Refusing to have a complete defence relationship with the island? What do you call this then?

(03) India has provided more training to SL than any other country so far - around 800 to 900 Sri Lankan military personnel are trained in Indian military establishments every year - India is to supply two naval offshore patrol vessels soon and had earlier provided L-70 guns, battle-field surveillance radars, USFM radars, Indra-II radars and mine-protected vehicles, among other things, to the Sri Lankan forces. And you cheer China as the sole trainer and arms provider for war against LTTE?

(04) The total assistance extended by India during the last 5 year period was $1.45 billion of which $1.12 billion was loan assistance and $326 million was grant assistance. India was the second largest development aid giver to SL last year behind China, providing over $700 million to the island nation. In addition,India constructs pilot houses for IDP's in the civil war. India is committed to build 50,000 houses for IDPs in Sri Lanka helping in post war reconstruction. India provides economic aid to SL every year let alone the Billions of $$ pumped into SL as investments both by the government as well as the Private Sector Companies - these figures exclude the FDI pumped in by the Private sector Companies. Still you think India doesn't provide you with economic aid and assistance?

(05) PM Narendra Modi is to visit SL soon and will address the SL parliament as well - will be the first Indian Prime Minister in 35 years to address the Sri Lankan Parliament.

(06) Vote against SL in UN was because of the regional parties pressure on the erstwhile coalition government - The newly elected government with an absolute majority stands by the SL side voting in favor of SL's interest.

Ignorance is not a bliss - baseless allegations won't take you anywhere - it's easy to blame it on the other side but difficult to introspect - I feel really sorry for you if you think like that.

Who requested? Besides SL was neutral then that is why we refueled Pakistani ships. It was just business. If we didn't allow the Pakistani warships to refuel people would have thought we were with Indian side. And also if India wanted there warships to be refueled we would have done so.

BS. India sent IPKF to protect the Tamil militant groups from being totally annihilated. Also it wasn't even for SL Tamils pleas but for the Karunanidihi's.

Those 1200 didn't die for SL eventhough we respect them. (Though there is no memorial for them in India.) They fought for Indian policy makers.

India do not give economic aid and assistance to SL per say. The aid they give only goes to the North. Which is a face saving measure from the domestic political parties.
