My logic is the same , India Can't risk building Nukes near Pakistan border, but it will happily Build one near small countries like Nepal, Bangladesh or Siri Lanka , It is known to every one ,who is the only one in south Asia capable of Challenging Indian activities , Yes its Pakistan

LOL. Everyone is capable of commiting suicide, but who will actually do it without hesitation? Who will destroy enemy N-plants at the cost of the lives of their own citizens? Who will act on the policy of "hum to doobenge hi, tumhe bhi le doobenge"? Yes its Pakistan.
