defense is a very sensitive area so no country will be willing to allow to open Manufacturing hubs in other countries. May be if the order comes from Sri Lanka they may set up but manufacturing and exporting is very difficult

If Iam Not wrong, Sri Lanka is a tourism Based Economy,. Wouldnt it be a Bad Idea to make it Industrialized, Especially when Its going great For Sri Lanka

If opening of any sector be it Defense or IT or Automobile brings investment then every country will do that but that's not the case.

For any industry whatsoever it is you need:
- High end technicians, engineers, scientists
- Skilled Labour
- Easy availability of raw materiel
- Power supply 24 hrs X 365 days uninterrupted & at economical rates
- Port, Rail, Air and Road network for export/import of the raw material and finished goods
- Tax incentives
- Local Demand
- Good legal network with copyright PCT protections etc.

I don't think sri lanka fits on that.
