Gutka is already banned to the best of my knowledge.

PAN is an ancient tradition and should not be banned, but certainly a heavy find for dirtying public places should do the trick.

Its Pan with Tobacco in it that results in spitting. Regular Pan (regular or Meetha) just rocks..

spitting is uncivilised? What about open defecation? I think spitting is the least of concerns if human excrements are everywhere.

Then again in true Indian fashion, simply ignore the problem and it will "magically" go away for them.
