That looks like a Mig-25.Take a look at the air-intakes.

Yes It's Mig-25.

Its an aggressor used by the US navy's fighter weapons school .. to most laymen as "top gun".

NO actually its not a mig-25 you can tell the difference between the tails of both aircraft plus the nose is different too it might just be a f-14 perhaps US using it as a aggressor or something for training purposes during the soviet era.

Iran had sold one of its F-14 to Russia and in return had got fighter jet engines. Iran did not have jet engine technology and Soviets wanted to have a look at F-14's which were considered very deadly and ahead of their times for Russians. It could be that one.
