Nope. That is illegal. Govt will take over any such temple. But supreme court has clarified that temples are place to worship, not picnic spots hence no other religious people can "demand" entry...

there is a hindu temple close to my family owned property in Mumbai suburb and that temple is always closed/locked from outside even though its a landmark temple ..only few ppl from Brahmin community have the keys and people can access the temple only thru those ppl....incidentally, there are hindu adivasi community living around that temple and those ppl have no access to temple and mostly to the well inside the temple wall!

So no big deal if non hindus are not allowed in Somnath...We indians are the best racist ppl!

Interestingly, the Asiatic Journal and Asiatic Miscellany, Volume I, May - August 1843 on page 186 has quoted Lieut Ponstan who states that Somnath was a Buddhist place of worship and was not a Hindu Temple at all.

Hindu Indian scholar Apte in his book titled, History of Buddhism also says the same, stating that Brahmins converted the Buddhist Somnath Temple into a Hindu Shiva Temple.

And now, the original holders of the temple, even the Buddhists, would have to seek permission to enter their own place of worship. Very interesting indeed.
