1) The first point to be noted. This tender was called by the MEA of India (not by any domestic affairs ministry of India) for feasibility study work in a FOREIGN country named Bangladesh.
2) The GoI has a stake in the port project because it will be used for its East/West transport of goods via this container terminal. GoI is also supposed to finance the project.

having experience in setting and operating Inland Ports.
Ministry of External Affairs (MEA) wants to undertake a techno-commercial feasibility study
for this proposed project. MEA is therefore, inviting bids for submission of proposals for
conducting “Techno-Commercial Feasibility Study for Setting up an Inland Container Port
Narayanganj, Bangladesh”.
b) Scope of Work
The objective of the study is to examine the need and prepare a Techno-Commercial
Feasibility Report (TCFR) for setting up an inland container port at Narayanganj,
Bangladesh. The project entails traffic study and financial appraisal and preparation of a
detailed report to achieve the objective."
The above discussion shows the following:
1) Kumudini Trust has requested the Indian MEA/Embassy to do the feasibility study and make assessment of the project on its land. MEA is only doing what it is supposed to do at the moment, only the feasibility study.
2) MEA will certainly not conduct any field works before it gets permission from the GoB.
3) I believe, MEA will sit with the GoB and discuss and finalize the amount of financing to the construction of the project. MEAI cannot do it unless a project study report is prepared. The study report will also contain the quantity survey of all the jobs required to complete the project.
4) In the second step the GoI will extend credit/loan to the GoB and the latter will allow Kumudini to call tender for construction.
5) However, the present feasibility study (FS) report may say the site owned by Kumudini is not suitable. In that case, the GoI will request the GoB to find out other sites on which also the MEA will conduct similar FS.
I do not believe this MEAI action has anything to with infringing with the BD sovereignty.
