The translation is a bit off so can't understand much of it but from what I gather in order to achieve this they'll have to miniaturize massive components, like the ones deployed at the LHC in Europe, which btw is not gonna happen in the next decade or two !

the article doesnt say anything about how to do it, it just says basically that this can make stealth aircraft detectable at 1000's of KM and enables world wide situation awareness and able to fight from anywhere in the world.

sounds like nothings more than an idea.
 
the single photon detection can work in highly controlled laboratory situations for communication purposes or in metrology, but in real world SENSOR applications the noise would be incredible.
