Singapore's defence industrial capabilities
A combination of high-forecast military investment underpinned by a buoyant economy and strategic challenges have understandably placed Singapore in the sights of international exporters seeking global market growth.
Furthermore, market entrants have been attracted by Singapore's relative transparency and its commitment to open-market acquisition.
Defence spending in Singapore is expected to continue a pattern of robust growth in the next three years (2012-15). By 2015 total military funding is forecast by Jane's to reach USD14 billion - a 26 per cent increase over spending in 2011 - while capital expenditure is expected to total more than USD23 billion during the same period.
However, technology transfer and collaboration is a virtual pre-requisite of entry into the Singapore market.
The government of Singapore does not formally recognise defence offset and there are no official guidelines. Although Singapore continues to strive to meet high levels of self-sufficiency, it secures industry collaboration agreements in defence procurement deals that serve the same function as offset in enhancing the country's already sophisticated capabilities through technology transfer, involvement in research and development activities and training.
