Personally, I'm of the opinion that the capital should be changed every 20-40 years to another province.

changing capital every few decades is not practical.

But historically Lahore had been the center of power in the region, like Delhi. So Punjabi dominance isn't an alien concept. There is psychological factor.

With the change of time there is lot of devolution of power. Punjabis are realizing it so they are distributing more and more power. As a result insurgents are losing strength in number and ideology.

WE also faced some thing similar in 1960 when hindi was about to be declared national language and a section southern population erupted in protest. fortunately better sense prevailed and the issue was sorted out and formation of linguistic states solved the issue.

For a developing nation, it is actually a good thing. This prioritizes where money flows; if the capital changes to the poorest province, the government will be more inclined to pour money into that province to increase infrastructure and security.
