We have yet to see a strong Afghan State first. For the time being this weak state deprived of its will and decisiveness to work for and cooperate with Pakistan for peace is what we have witnessed, its apparatus and stakeholders most of them don't want any peace in Afghanistan and if it was up to them and if they were capable of it they would wage a war against Pakistan.

Terms weak and strong are relative just like light and darkness. Neighboring states expect afghans to control terrorists but not be strong enough to take decisions on its own. Some times you need to make your weakness your strength.

last time i checked English was the global standard of communication with virtually every country having people who speak in english in the hundreds of 1000s, not urdu.

like many educated Afghans he probably grew up in Pakistan, and hence knows Urdu.
