Every super power needs aircraft carriers. Hell, even Britain is getting 2 aircraft carriers. Japan also has several aircraft carriers. So does Italy. So does Spain.

Russia has had one for a long time and they have barely used it at all.Why would they need to spend money on more when they could spend them on something more useful anyway?

Russia imports a lot of stuff from Germany, Italy France , other EU nations. Japan, S etc. If I am not wrong, only 20% or so is from China - with which they are willing to trade in local currency. for everything else - they need the $. so - not much left over after all the import bills are paid.

Russia's Forex reservers are at same level as they were in the mid 2000's.

You cant simply take all the surplus from one country and buy or build something. its a lot more nuanced than that.
